Is Democracy in Danger?
Democracy is a complex concept that encompasses multiple attributes and dimensions, including a constitutional form of government; a system for resolving disputes; and a way of participating in society. It also includes specific features that distinguish it from other forms of political rule: a commitment to fundamental principles; institutions that protect basic rights; and the capacity for self-correction. Democracies have evolved throughout the world, with unique characteristics in each instance. However, they all share a common core.
Democracy requires citizens to participate and make their views known to the decision-makers who shape the future of their societies. It allows people to hold their elected leaders accountable and to demand that government policies work for them, not against them. And it provides ways to address injustices that may arise, such as when minority groups are excluded from power or wealthy vested interests are shielded from popular demands for change.
While many countries are considered to be democratic, some are not living up to their ideals and others are struggling with serious problems. As the global environment changes, democracy’s underlying principles and institutions are challenged and some are failing to adapt to the new conditions.
Despite these challenges, we continue to see examples of democracy’s resilience and the capacity of its constituents to overcome obstacles and work together for reform. There is also a growing recognition of the importance of involving young people in the development of democracy and building an inclusive democratic culture that supports their participation.
It is no secret that many people are dissatisfied with their democracy and want major changes to their political systems. Our research has shown that this is especially true when they feel their government is not responsive to their needs and is beholden to powerful special interests. The question of whether democracy is in danger and what can be done about it has become a subject of debate in academic and policy circles, with some questioning its relevance in the face of increasing inequality, polarization and global challenges.
There are many different types of democracy in the world, with a wide range of definitions and approaches to measuring their quality. Consequently, no one political system can be described as the model democracy and it is difficult to compare different types of democracy. Furthermore, in a globalized world, it makes no sense to measure democracy as though it could be locked away in a laboratory.
